My daughter's birthday is at the end of this month and she has been pleading for a cell phone for at least six weeks already. I'm sure many parents are having this conversation with their kids: "But Mom....EVERY one has a cell phone but me!"
I think there are some great reasons why a child should have a cell phone but, as the saying from Spider Man goes "With great power comes great responsibility." I would suggest you buy your daughter a cell with prepaid plan to avoid the headaches of crazy phone bills and her being on the phone 24/7. My pick is Net10. The plan is simple to understand and there's no hidden fees. That's what I bought for my daugter and so far, it's been great!

Cell phones are a good asset for children. keep in mind that some phones have gps capability to track where the phone and child is.
Another good item is a keychain flashlight.
